加乐美客户AN女士，职业6513食品和饮料服务员，2019年6月初雇主面试，6月中旬收到雇主offer，7月中旬递交endorsement申请，12月初收到Endorsement Letter（相当于省提名）信。

好消息二：

上个月，新斯科舍省省长Stephen McNeil办公室宣布，中国南方航空公司将于今年秋季开通从广州直飞哈利法克斯的航班，这将大大方便前往新斯科舍省(NS)、新不伦瑞克省(NB)和爱德华王子岛(PEI)旅游的中国游客。

什么是大西洋四省雇主担保项目AIPP？

大西洋四省试点移民计划Atlantic Immigration Pilot Program（AIPP）——因雇主offer在其中的决定性作用，又被称为“大西洋雇主担保移民计划”。由于大西洋省份的地理位置特别，一直以渔业和旅游业为主，长期以来人口缺失严重、劳动力匮乏、再加上加拿大老龄化问题越来越严峻，最终联邦移民部于2017年3月份专门为四省：新斯科舍省、新不伦瑞克省、纽芬兰和拉布拉多省以及爱德华王子岛省开启了这一移民项目。

一直以来，这个项目都凭借着周期短、要求低、速度快的口碑受到广大申请人的好评。

大西洋四省雇主担保项目的申请条件？

1、工作经验

1）过去3年内，有一年相关工作经验，累计有报酬工作满1560h（30h/周），全职、不连续工作、或者兼职即可，只要累计满1560小时；

2）工作类别符合NOC职业列表的O, A, B, 或C类；

· 0类：管理类级别工作例如：总经理，CEO等；

· A类：专业类级别工作例如：医生，会计师，金融师，工程师等；

· B类：技术类级别工作例如：水电工技师，计算机专业人士，厨师等；

· C类：普通类级别工作例如：医疗护理，金融银行服务，机械维修，司机等。

3）可以受雇于不同的雇主，但要属于同一类别工作；

4）有偿工作。

2、教育

1）具有加拿大高中或以上学历学位；

2）或者具有ECA认证的等同于加拿大文凭的学历学位；

3、雇主信Job offer

1）大西洋四省特定的雇主提供；

2）非季节性工作

3）大西洋四省审核通过

4）工作类别符合NOC职业列表的O, A, B, 或C类

高等技术人才类别：O A B类，至少1年的工作邀请

中等技术人才类别：O A B C类，不确定或永久工作邀请

5）无需LMIA申请

4、语言

CLB4及以上水平，即雅思：阅读不低于3.5；写作不低于4；听力不低于4.5；口语不低于4.0

5、居住计划

持有Job offer以后，指定机构提供申请者必要的大西洋四省定居计划

6、政府认可证Endorsement Certificate

以上要求可以看出本项目不仅速度快，且门槛低——仅需高中以上学历、近3年内1年工作经验、语言CLB4！！

加拿大联邦政府有多重视AIPP？

此计划于2017年3月开始实施，暂定了3 年试点期限。不过后来由于迫切需要人才来发展四省的经济，加拿大联邦移民局又给予了很大的政策倾斜——各种政策调整均说明了政府对AIPP项目的重视：

· 2018年7月，眼看AIPP形势一片大好，联邦又批了500个配额给AIPP，于是2018年的配额就变成2500个；

· 至2019年2月25日，大西洋四省共计有1896个被指定的雇主，这些指定雇主已为申请人提供了超过3,729个工作机会。其中，已经有2535个申请人获得PR，获批申请人数十分可观；

· 由于项目稳定发展，对当地起到促进作用，加拿大当地时间2019年3月1日，加拿大移民局宣布AIPP延期的重磅利好消息：把项目由原先的3年延长了近2年，到2021年12月结束；

· 在今年加拿大大选中，特鲁多成功连任，我们最关心的移民政策走向也迎来了一波好消息，其中就包括：自由党曾经承诺会把AIPP大西洋试点项目转成永久移民项目，并将每年的配额增加至5000。如果按照上述承诺把大西洋雇主担保移民转为了永久常规项目，这对于申请者来说绝对是一个重大的好消息。

从AIPP的一连串政策变动不难看出，联邦政府对于该项目给予了厚望，而该项目也正逐渐步入规范化的轨道。

大西洋四个省份中，经济相对来讲发展最好、优质雇主最多的省份当属NS省。

大西洋省份不比多伦多、温哥华这样的大城市，对生活环境有着不同要求的申请人可以根据自身的需求进行选择。当然，为了移民将四省作为通往大城市的跳板也是不错的，有了雇主担保的机会也能够申请人积累加拿大当地的工作经验和未来就业的资本。

1. What is AIPP?
The Atlantic Immigration Pilot Program (AIPP), also known as the Atlantic Employer Sponsored Immigration Program because of the decisive role of employer’s offer in the application. Due to the special geographic location of the Atlantic Provinces, which have been dominated by fisheries and tourism, the population has been seriously lacking for a long time, labor shortages, and the problem of aging in Canada have become increasingly serious. Finally, the Federal Department of Immigration launched this immigration program in March 2017 specifically for four provinces: Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island.
This project has been praised by the applicants for its short-term, low-demand and fast reputation.

2. What are the application requirements for AIPP?
1. Work experience

1) In the last 3 years, you must have worked at least 1,560 hours. This is how many hour you would have worked in 1 year if you were working 30 hours per week.
2) Job category O, A, B, or C according to the NOC occupation list;
· Category 0: management level jobs such as general manager, CEO, etc.
· Type A: professional-level jobs such as doctors, accountants, financiers, engineers, etc .;
· Type B: technical level jobs such as: plumber technician, computer professional, chef, etc .;
· Type C: general level jobs such as: medical care, financial and banking services, machinery maintenance, drivers, etc.
3) Can be employed by different employers, but must belong to the same category of work;
4) Paid work.

2. Education

You must have one of the following:
1) a Canadian secondary (high school) or pos-secondary certificate, diploma or degree;
2) a foreign degree, diploma or certificate, equal to a Canadian credential.;

3.Employer letter Job offer
1) Provided by specific employers;
2) Non-seasonal work
3) Approved by one of the four provinces
4) Job category meets O, A, B, or C category of NOC occupation list
5) No LMIA required

4.Language
CLB4 and above, ie IELTS: no less than 3.5 in reading; no less than 4 in writing; no less than 4.5 in listening; no less than 4.0 in speaking

5. Residence plan
After holding the job offer, the designated agency will provide applicants with the necessary settlement plan

6. Endorsement Certificate

The above requirements show that this project is not only fast, but also has low thresholds-only high school education or above, 1 year of work experience in the past 3 years, and language CLB4!!!

3. How much does the Canadian federal government value AIPP?
The plan was implemented in March 2017, with a three-year pilot period. However, due to the urgent need for talents to develop the economies of the four provinces, the Canadian Federal Immigration Service gave a great preference-various policy adjustments have demonstrated the government's attention to AIPP projects:
• In July 2018, seeing that the situation of AIPP was very good, the federal government granted another 500 quotas to AIPP, so the quota in 2018 became 2,500;
• As of February 25, 2019, there were 1,896 designated employers in the four provinces, and these designated employers have provided applicants with more than 3,729 jobs. Among them, 2535 applicants have obtained PR, and the number of approved applicants is very considerable;

• In the Canadian election this year, Trudeau was successfully re-elected. We are also seeing a wave of good news about the immigration policy, including: The Liberal Party has promised to convert the AIPP project into a permanent immigration project, and increase the annual quota to 5,000.
